Mr Jaffer was born on 19 October 1959.

Mr Jaffer is an Economist by training.  In 1996 he joined the Government as Director for Economic Development in Northern Cape.
 
In 2000 he became an Acting DDG – Economic Development and Planning then  Chief Director – Economic Policy, Planning and Research and in the same year was seconded to GEDA (Gauteng Economic Development Agency) as an Acting CEO. 
  
In 2005 he joined the Department of Trade and Industry as Chief Director: Trade and Investment South Africa (TISA) responsible for Investment Promotion and Facilitation.

Mr. Jaffer completed his MBA in 2005 at the De Montfort University. 1993 was the year he completed his Masters – Economic Degree at the University of the Western Cape.

Mr. Jaffer is married with three children.
